The Indonesian Government has very specific stipulations in place for adoptive parents. Couples must be married for a minimum of 5 years and be between the ages of 30 - 45. Couples can have one previously adopted Indonesian child or one biological child at the time of adoption, but must be incapable of bearing additional children.

Couples must be the same religion as the adoptive child. If the religion of the child's birth parents is unknown, the child will be deemed to be Muslim. Couples must be residents of Indonesia for at least 2 years with a permit issued by the local authorities (Rukun Tetangga, Rukun Warga, Kelurahan, Kecamatan), and a letter from the Embassy in Jakarta (a statement of Domicile). Three children were adopted from the Indonesia in 2011.
